Afghanistan

The Agence Française de Développement (AFD) funded the extension and improvement of the national blood transfusion system of Afghanistan. A main blood bank in Kabul and four regional blood banks were to be built and equipped. The existing blood bank of Malalai maternity hospital was to be rehabilitated. The Ministry of Public Health of Afghanistan submitted a proposal for the necessary equipment, their technical specifications and the ensuing budget. In 2011, AFD contracted AMPC to carry out a technical evaluation of the proposal to ensure compliance of all equipment with internationally accepted standards for blood banks and to ensure equipment specifications were defined according to International Competitive Bidding (ICB) rules and regulations. Analyses of layout drawings, bills of quantities and technical specifications for (non)-medical equipment and for the construction projects were conducted. Thereafter, AMPC presented its recommendations, including a revised proposal for the Bills of Quantities, technical specifications and budgets.
