Mozambique - Detailed Design of two Hospitals in Sofala Province, Mozambique
Background
Over the period 2010-2013, AMPC supported the Ministry of Health of Mozambique (MISAU) with the development of a project plan for the construction, equipping and putting into operation of two new level II hospitals in Beira and Marromeu, Sofala Province (read more about this project here). This project plan included the preliminary design of Beira General Hospital and Marromeu District Hospital. The proposal was approved by the Dutch government for financing under the ORIO grant facility and additional funding was committed by the Agence Française de Développement (AFD). In 2015, MISAU contracted AMPC to carry out the detailed architectural and engineering design of both hospitals and to provide procurement advisory and support services.  
 
Goals
This project has two closely linked goals:
  • To realise the detailed architectural and engineering design, including equipment planning, for Beira General Hospital and Marromeu District Hospital; and
  • To deliver all the required documentation to launch a public tender process to contract a building company and equipment suppliers, and to support MISAU’s Procurement Unit in the tender and contracting process.
 
Approach
Based on the preliminary design developed earlier by AMPC, the detailed design will be realised include the following specialties:
  • Architecture;
  • Civil engineering;
  • Mechanical engineering;
  • Electrical engineering;
  • Plumbing;
  • HVAC (heating, ventilating, and air conditioning);
  • Medical gases;
  • ICT.
 
Detailed floor plans and technical specifications will be developed, and approved by the relevant departments within the Ministry of Health as well as local authorities where applicable. Quantity surveying services will result in Bills of Quantities and an updated project budget. Also, a detailed equipment planning will be developed where all required medical and non-medical equipment and furniture items and instruments are specified to equip both hospitals in line with their proposed portfolio of services.
 
Thereafter, the documentation will be developed to put the project on the market by means of international competitive bidding processes, and AMPC will support MISAU’s Procurement Unit in the tender and contracting procedures.
